The regularization of unauthorized constructions is the process through which, under the provisions of Law 4178/2013, a large number of unauthorized constructions can obtain legal status and be exempted from current and future penalties, through the payment of a fine calculated based on the value, age, and size of the property.

This procedure is mandatory before any legal transaction (sale, parental transfer, etc.) concerning a property in which unauthorized constructions or unauthorized changes of use exist.

Under the same law, and prior to any transfer of ownership (sale, donation, etc.), the issuance of an Engineer’s Certificate confirming the absence of unauthorized constructions is required for every property, whether unauthorized constructions exist or not.

For properties that are included in this regulation, there is the possibility to offset up to 50% of the fine through energy upgrade works and structural reinforcement works carried out on the unauthorized constructions.
